Katniss never says she loves Peeta in the movie, save her final interview. But I think she actually said “I couldn’t imagine being without him.”
Anyways, that also shows how it was all for the games. Because Rue asked her if it was true and she changed the subject and in the cave scene when Peeta asked her why she was helping him she just kissed him.
Katniss never said, at any point in the movie, “I love him.”
